Saline City Council voted unanimously last week to offer the job of city manager to 38-year-old Todd Campbell, who believes building relationships will be the key to successfully running the city.

Campbell was one of two short-listed candidates who were asked back for a second interview at City Hall Jan. 2. Campbell was also in Saline in early December to meet with City Council members and staff for his first interview, as one of 12 candidates competing for the job.
"As your next city manager, you will find my caring, thoughtful approach will effectively support and encourage community goals and desires," Campbell wrote in his cover letter to council. "My city and project management experience is grounded on effective economic and community development solutions."
Council Trustee David Rhoads seemed impressed with Campbell.
"One of his strong assets is his desire to really get to know the people he'll be working with, and to get involved in the community not just as a professional, but as a resident," Rhoads said. "He'll be a cheerleader for the downtown and has a solid background."
Rhoads and the rest of Saline City Council met Jan. 2 with Campbell and candidate Bryan Gruesbeck, who coincidentally took over for Campbell in Greenville as assistant city manager in 2003 when Campbell moved to the Sturgis position.
Campbell will leave his job as assistant city manager for the city of Sturgis and brings nine years experience in Michigan city management, including working as village manager in Homer, assistant city manager in Greenville and interim city manager in Sturgis. Sturgis has a population of 11,285 and is located in southeast Michigan near the Ohio border. There, he also wrote the city's quarterly newsletter and weekly Sturgis eWire.
Campbell is married with three children ages 3, 5 and 8. He earned a bachelor's degree from Hope College and a master's from Central Michigan University. He said he believes that collaboration is important in problem solving and would "bring all sorts of people to the table because you never know where that one great idea will come from."
A conditional offer was made to Campbell based on a satisfactory result to a background investigation and agreement on terms and conditions of employment. He will also undergo a pre-employment physical exam and drug screen.
Campbell plans to attend the city's Jan. 26 budget work session and hopes to start work in Saline mid-February. His family will join him at the end of the school year.
The job pays between $80,432 and $104,561, plus a comprehensive benefit package.
